On March 2, 2014, EU Regulation 167/2013, also known as the Mother Regulation, was published in the Official Journal of the European Union. With its publication, the regulation became a law that consolidates all European standards concerning the type-approval of tractors, trailers, and towed equipment. The fundamental objective is the simplification and unification of all procedures regarding the type-approval of agricultural and forestry vehicles to ensure their functional safety and enhance the competitiveness of European agricultural machinery companies. The new legislation is the result of a dialogue with all stakeholders involved and, by its very nature as a Regulation, is directly applicable in all European Union Member States without the need for transposition. It is mandatory for agricultural tractors, replacing Framework Directive 2003/37/EC, while it remains optional for towed agricultural vehicles such as trailers and implements. The latter may choose to be type-approved according to the Mother Regulation or according to national standards. In the latter case, the approval will only be valid in the Member State of issue. If the type-approval is granted according to the Mother Regulation, it will be valid across all European Union Member States.
